The crux of the matter is looking for an adequate service for mailing lists to user bases of a certain age, with a certain theme. With a choice of region or city.
Are there any?
Threat The base should be a service, there is no own.

This is called spam. A decent service won't do that. It is better to start collecting your base or, as a last resort, be placed in other people's mailing lists.
