Are there comprehensive courses for a developer / layout designer for websites?
To qualitatively teach layout from conditional zero and programming from conditional zero.
As a result, it is necessary for a person to learn how to perform tasks for working with sites in a wide range of CMS-apps.
I understand that the request is strange, given that both the programmer and the layout designer are separately trained for a long time, but the market requires it. Maybe someone knows a good complex.

The short answer to your question is no. There are no such courses. You need to consistently start learning from the basics, namely in the following sequence:
1. Html
2. Css
3. Javascript (basic level) + JQuery
4. PHP + Mysql
Having mastered all this, you can easily start dealing with various CMSs and frameworks.
Well, then no one limits you anymore, you can upgrade your skills: you can only delve into layout, you can hone the front-end, you can work on the back-end. Fullstack is undesirable, unless, of course, you want to remain an ordinary webmaster with a set of knowledge from points 1-4 that I listed above.

To your modest list: HTML / CSS / Javascript PHP CMS (Wordpress, Joomla, Bitrix) & Bootstrap... I would also add MySQL, RegExp + CMF (Yii2 or Laravel).
Objectively... regex can be mastered in about a week, boostrap isn't that much of a problem either. The basics of html + css are easy to learn. The most important thing is more practice... Learning the Joomla & Wordpress CMS systems is also not difficult. Unless you need to master their APIs, codes, etc. Bitrix is ​​harder...
