Are there "Cloud VMs"?

Most likely, I incorrectly formulated the question in the title and that is why you came here to poke my nose into this, but, to be honest, I myself do not fully understand what I am asking from you. I need some kind of service (do these exist at all? what is it about ...) where I could deploy a couple of virtual machines. My computer is weak and does not pull more than one. It is desirable that the service be free, or at least inexpensive. Maybe if I tell you what I want to do, it will become more clear to you. I would like to deploy some kind of SIEM system, and a couple more virtual machines with different operating systems, or a simulator of network devices.
I hope I did not say anything beyond the measure of stupid and you can understand in this set of letters the meaning that I was trying to convey to you.

From your statement I do not see any "cloud" requirements. Ordinary VPS will suit you.
