Are there archivers with deduplication?

There are two identical "poorly" compressible files of size m bytes.
If we archive them with winrar or 7zip, then we get the size of the archive slightly different from 2 * m bytes.
Are there archivers that provide data deduplication between files within an archive?

If I'm not mistaken, before 7-Zip was able to store a link to a file identical in content, it was even somehow displayed in its explorer ("compression method" column).
