I must say right away that I don’t have statistics, but I lived and worked in St. Petersburg for 4 years, and talked with many programmers.
According to my observations, programmers from St. Petersburg do not really want to go to Moscow (even to visit once again). Moscow seems to them a dirty, bustling city that takes a lot of time. They do not want to go to such a place even for a higher salary.
Some leave for Msk, but they are negligible. Most of the time they go abroad. This is how I did it, for example. At first I thought about going to Msk, but then I decided that it made no sense. In St. Petersburg, I lived calmly (quite calmly, without stress at all), spent about twenty minutes on the road to the office, which, located in the historical center, did not count money at all (at the same time, it was more than enough for travel and for savings). I have a bunch of friends who live in Moscow, earn good money, but, say, drive an hour to work (one way), or stand in traffic jams (including the subway), constantly run somewhere, breathe exhaust gases... why?
St. Petersburg is already a good place to get the necessary set of skills for moving, so why do you need a buffer zone? Moreover, although Moscow can offer a good standard of living, it is no better than popular destinations for programmers to move.
In general, Petersburgers usually love their city. And usually they are not particularly in a hurry to see him, especially in (obscene language) Moscow.
