I actually saw a similar functionality in FaceTime Photo Booth under OS X, I want the same for shooting video from a phone / tablet.

Not all backgrounds can be replaced. To do this, you need to shoot against a well-lit, uniform background, preferably green or blue.
At the request of "Green screen" Google Play gives out some programs , but they seem to be only for static photos.
Which can mean that either the power of the phones is not yet enough for this complex operation, or simply no one has yet implemented what you are looking for
