As I see it, there are a lot of people with poor English and Russian-speaking specialists for codereview. Well, and so the pumping of skills is what no one will have for the inspectors.

Not necessary. You don't need to know English to read and review the code. For discussion - enough minimal skills and vocabulary from the subject area. As a result, the target audience of your service could be newcomers, but who, unfortunately, do not need a review.
