1. Is the basic free plan enough, for example, for an application (Vue.js + Firebase) for internal use, for small businesses (accounting, dependency graphs, etc.), in terms of database, hosting, number of requests, etc. ?

In most cases, it's enough. If I'm not mistaken, statistics were published last year, according to which only a little more than 1% of projects exceeded the free rate, which, as you understand, is very small.
More than common, especially in startups or just new projects. But in fact, I recommend connecting a paid tariff (not the one for $ 25, but the one for actual use), in this case, if you do not exceed the limits of the free tariff, then nothing will be debited from you, but even if you suddenly exceed, then how usually it will be units of dollars. If you are doing a conditional social network with millions of users, I don't recommend firebase, but for some simple project with tens of thousands of users, firebase is the best you can find.
I said about the nuances above - connect to any paid tariff, so that suddenly, when exceeded, nothing falls off. But in fact, you will only pay if you exceed the free limits.
Additional protection is not needed, there is hardly anything more secure than Google services.

But as practice shows, even at the time of development, I hit the ceiling of the free plan and had to buy.
As for protection, believe Google and so raised the bar to a high level, all that remains for you is not to mow it yourself.
