digiCam is able to find duplicate images in a collection using fuzzy comparison (snippets from the entire collection are created at some point in this process). I checked (a long time ago) that it is indeed able to find different images photoshopped from one, or different frames shot one after the other. Of course, false positives happen, but the level of "similarity" in the search can be set. On what libraries all this is built, I think, it will become clear after reading the source (opensource).
