Are there any good full-time courses on microcontroller programming in Moscow?

Interested in eyeglasses.
This area is a hobby for me, I don’t particularly pursue the result. One of the goals is to find living people with similar interests, maybe together to cut something more interesting.
Does something similar exist in principle?

A fictitious and primitive example - You need to connect 2 microcircuits, but they have different voltages and / or currents. How to decide? One more - It is necessary to control 16 380 V switches. How to control a microcircuit, does it have a power supply of 3-5 V?
Rewrite the question and look on the forums - Arduino microcontrollers . These are for amateurs. Good for a hobby. Blocks are ready. You can find a lot on the net.
