Affinity Designer - for direct replacement of Photoshop
Zeplin, Avocode, Sympli.io - viewing layouts only for layout, but not editing
Figma - the only reasonable way to design for interfaces AND for layout of this design.

A good alternative is an SSD for 3.5k. Speeds up the launch of Photoshop by 10 times.
If you want to work normally, then you can't run away from Photoshop, Illustrator, Sketch. It is better to find money for an upgrade of iron. What are you currently using?

If you are only for a layout designer, that is, you don’t need to edit, then you need services that can draw PSD, and there show CSS sizes, colors, distances. That is, you need Avokod or Zeplin or Invision or Marvel - these are top programs in their category.

Sketch. But, apparently, you have Windows, so Adobe XD is the best fit.

And why does Photoshop generally unload from RAM? He should always be there. It is simply desirable to have 32 GB of memory. Although on WIndows, programs seem to be unloaded from RAM when they are closed?
