Are there any free programs for broadcasting from a webcam?

Hello. There is a monoblock asus, it has a webcam. How can I organize permanent video recording (with sound) and broadcast it to the network? I found either paid services, or programs where the amount of recording time is limited, or the recording is not constant, but only by movement. What can you advise?

Regular tools based on ffmpeg or, more simply, vlc allow you to solve your plans.
Some difficulties - SIMULTANEOUS recording and broadcasting, but everything can be solved.
