Are there any frameworks for WEB DESIGNERS?

Hello dear!
Can you please tell me if there are any frameworks for web designers? Some ready-made elements, page frames, icons and more. It's for designers. Not for typesetters.
So that on the basis of these ready-made elements in Photoshop you can quickly add, for example, a design for a landing page or an online store.
Here, for example, the layout designer has bootstrap (and other frameworks). The backend has Symfony (if we talk about PHP + other frameworks + other frameworks in other different languages).
Is there something similar for designers? Something that makes the daily work of creating layouts easier + allows you to use well-established practices. Or do designers develop their own sets in the process of professional activity?

In short, they form their own.
Using strangers is extremely inconvenient and adjusting strangers to your style or layout will take even longer than doing it from scratch.
A simple example is a feedback form, someone uses a narrow input field on which a normal person must also aim, and you, for example, do more in height for convenience and you will have to edit each field and there are a lot of such little things, you need to open, find, transfer and other dances.
I create an artboard, this procedure is done once for one type of layout, in my case it is LP.
In the artboard header, footer, pop up, we add a dozen options for displaying these blocks, you can add more options for the body, for example, blocks in 3-4 columns with headings and a piece of a paragraph are often repeated.
By default, artboard should already have styles for headings, symbols for buttons, backgrounds and other elements that can be duplicated. It is very convenient to work with styles in a sketch.
As an example I found, not mine, but the essence should be clear.
The whole thing is saved in the template, there is such a function in sketch. Now, with each new landing, you no longer need to repeat the procedure anew, create artboards, new fu and heh, figure out how to name the style for headings, etc.
Just press one button create from a template and everyone saves two hours.
Fartherfilled in the desired text for the layout and in another situation would start selecting parameters for each layer separately, etc.
“But not today” select all the headings open the menu with styles
click on the name, for example, H2 (which we created when saving the template ) and oh my, now the style for all selected layers. Similarly, with all other text, paragraphs, links, quotes and others.
Now, if you need to change the parameters for the titles, just change the font for one layer and it will change for all layers with the same style. It remains only to play with the forms of the blocks.
Go ahead, create a button from a symbol and, for example, duplicate it 10 times, change something for one to change for the rest.
Similarly, assigning a style to the background color, for example, to recolor all icons at once.
+ a lot of useful plugins.
Partially, this can also be implemented in PhotoShop, but there, IMHO, a lot has been done through a well-known place.
Even before each new project, after downloading t3 from the client, I run the Automator script, which, like gulp, collects the project for me:

Usually the word "framework" itself implies writing some code. For web designers, there are programs like Adobe Dreamweaver and Fireworks, I think they have the same functionality as you want. There are also a bunch of separate services and tools for creating layouts: framebox , balsamiq , mockflow , mockingbird , pencil , etc.
