Are there any applications that encrypt the voice signal without using the Internet?

I mean not encrypting VoIP traffic, but through a regular call. Maybe something like the voice is encrypted at one end, transmitted over the line with some kind of beep-beep signal, like on modems from the 90s, and decrypted at the recipient. Well, or something like that.
