Hello. Tell me please. Let's say I have an idea to open an online shop for steam keys.
Is this kind of activity even legal? After all, when registering a domain, you have to specify passport data for it. What are the risks in this case? Tell knowledgeable people. Thanks in advance for your replies.

At a minimum, Valve prohibits it:
Valve hereby grants to you, and you accept, a non-exclusive right to use the Content and Services for your personal, non-commercial purposes (except as commercial use is expressly permitted herein or in the applicable Subscription Terms).
