Question: Is the situation still the same, or can I use CloudFlare without fear?

Yes, there are often complaints about Cloud about RosKomNadzor-blocking, due to which thousands of domains at once become inaccessible in the Russian Federation.
Try WSR - they specialize in RF, so sites and addresses are scanned for RKN and everything is always clean. Haven't encountered any problems yet.

If you just need to register DNS zones without CloudFlare proxying, then Roskomnadzor will never restrict your access to the site. Except by blocking your IP.))))
