Are ResNets from Microsoft Experts Convolutional Neural Networks?

I mean the model described in the following article by Kaiming He, Xiangyu Zhang, Shaoqing Ren, Jian Sun (Microsoft team of experts):

ResNet seems to be an architecture of links between layers, not a layer architecture. Those. it can be applied to the usual fully connected layers, and to convolutional, and to any others that come up.
