Are questions displayed instead of letters?

Uploaded the site to the hosting, everything is fine. I turned on the database, displayed the records, and instead of Russian letters, questions are displayed (????). I did everything htaccess could, and a meta tag, and SET NAMES utf8 ...
It seems that I found a problem, I think in the my.cnf (my.ini) file. But, ironically, access to it is closed to me (is it possible to somehow fix the variables in mysql without the my.cnf file?
