Are people jailed for spreading hacking and fraud schemes?

Somehow I saw a post that some schemes, methods, materials for hacking and fraud are being sold. Forgetting about it completely continued to live as usual. After a while, I saw something similar again. Of course, if such a product is offered openly, then most likely it will not carry any useful information in itself. The discussion continued in the family circle. I have an assumption that if you distribute such information, you can get a term / fine / leave for corrective work for this. Anyway, I searched on Google and didn't find anything. Decided to ask here.

On YouTube, in the media, on minibuses, including on behalf of the police, information about schemes is being disseminated, films are being made about it, a bunch of talk shows, often without much detail, sometimes with a bunch of details in order to know and not fall for fraudulent schemes one must be aware of them, information is dual-use, almost like any information.
Now, if there are specific weapons there, this is more interesting, although in itself it is also probably legal, like storing master keys, bugs, hidden video cameras, for example, storing them is essentially not prohibited. It is forbidden to make and sell, I bought in China, they calmly passed customs, they are lying around as a forgotten toy, those who use master keys for legal penetration, although it is forbidden to use them, in fact do not touch either.
Dissemination of information should not bring a deadline. And in general, the policemen are too stupid and inefficient to catch scammers even on the fact of an accomplished fraud, in which, interestingly, the victim herself is usually objectively to blame.

In developed countries, upon discovery, distribution or exploitation for profit immediately after being found, may be considered a crime, distribution after notifying the manufacturer's company after 3 months if I'm not confused anymore, since you notified the company and gave time to fix this bug
