Are Open Street Maps consistent with each other?

For a trip to Kazakhstan, I downloaded maps of two regions. In the navigator, throw them into different folders (as required when installing maps on the navitel navigator) or is it possible in one?
And in general, is it worth relying on OSM on a long journey? I plan to travel around the Russian Federation using the Navitel, but for the Republic of Kazakhstan I searched for a long time and came only to OSM.

Depends on the navigator and on the type of maps - tile or vector.
In the general case, you can throw everything into one folder, because the files do not intersect, but then you will separate the figs (the index is stored only in a machine-readable form) and you will have to delete everything en masse.

Osm source is one and indivisible :) and when cutting and converting to the final format, certain glitches may occur.
for example, in one folder there are conversions to Navitel, and individual cards differ in conversion dates - and between these dates there was a big edit-clarification of border roads, which is generally excellent. But the end maps got a different set of roads on the border of the maps and the routing does not work, which is sad.
etc. etc.
put it better in one folder and Russia-osm and Kazakh-osm of the same version, the coverage of Russia is normal.
