Are companies interested in workers who do not fit their requirements?

Looking for remote work for 20 hours a week. I'm looking for a job more for experience than for money.
No work experience, only small independent projects.
To the point of the question: let's say I see a vacancy on headhunter in the area that interests me. The position requires a developer with at least a year of work experience. Is it worth trying to write to this company, something like "I would like to work with you, in general I know the required technologies, but I don’t have the necessary experience with them, would you consider my candidacy? For a lower salary than indicated in the vacancy, of course ."? Or shouldn't you even write?
The question concerns both small and large companies. But in the latter, as a rule, internships are practiced for people like me, but they are mostly full-time, and it will be a long way for me to travel to the nearest office every day.

In short, it's better to try and regret than not to try and regret.
in more detail: any sane company is interested in interesting and intelligent people, even if at the moment they do not have the necessary knowledge, but the potential is visible.
Plus, it should be borne in mind that hrs are one big party that constantly communicates with each other. and if you are not needed in this company, then it is not a fact that your candidacy will not pop up in another.
