Are blockchain platforms free?

I read an article about EMCSSL - authorization on blockchain-based sites (Emercoin in particular)
There, in the end, you need to upload a key-value pair to the Chain. But it turns out it's not free.
Now the question is, why do you need to do this for money if the same thing can be solved with simple client-server technologies?
And regardless of EMCSSL, is it true that in order to take advantage of any blockchain solution, you will eventually have to lay out bitcoins?

If we assume that you can store data in the chain for free, then you can simply pour tons of spam there and in a week this chain will weigh more than the bitcoin chain. That is, free storage is like a vulnerability. Another question, now the price of placing a DNS name for 20 years is about 0.3 EMC, and the price of EMC itself is about 20 cents, so what will happen if the price of emercoin equals the price of bitcoin? The fact that the price of placing information in the chain will cost two thousand times more? Then this is bullshit, because they propose to place emercoin in the database chain with serial numbers, the cost of placement will be cosmic...
