Are ASP.NET and .NET the same thing?

Is a library in C# ASP.NET and just .NET the same thing, or are they two different library things?

The .net library is a library suitable for use in any .net project.
The asp.net library is a library, especially for asp.net, which has its own features.
But since now the "normal" aspnet is legacy, then there is no big sense in such a lib.
