Are all web developers engineers? Who should be included as such?

I read that an engineer is someone who has a higher education, but I know people who are already seniors and they (at more than 30 years old) do not have a VO, so it seems to me that such a definition is far-fetched.
So the question is, who should be considered an engineer?

When the word "engineer" appeared, higher education did not yet exist.
To classify or not classify someone as an engineer should be in context. If you want to call the position of a developer an engineering position in your company, call it. If you want to call yourself or a friend that - whatever you want, do it.
And it’s better to read English-language Wikipedia, it says more clearly that the main sign of an engineer is engineering activity. Engineering activity - design/development/testing/maintenance of something. It is preferred using a scientific approach.

An engineer is someone who is involved in projects where you need to explore, try, invent.
Those who labyat routinely, without stepping back (the majority) are not engineers, but artisans.

Officially, an engineer is one who has "engineer" in his VO diploma. All the rest are self-taught engineers :)) In general, do you want checkers or go?
