Arduino + Wi-Fi + internet control and flashing?

Hello. My knowledge in the field of electronics can be said to be zero. Therefore, I hope for your help.
Tell me if it is possible to make a device on Arduino:
1. which could connect via Wi-Fi or GSM (in case there is no Wi-Fi connection) to my server, which is located on the Internet
2. to which it would be possible to connect the camera and receive access to it online, as well as save the video to me on the server
3. which would periodically send the camera status to me on the server (working or not)
4. which would be powered from the network or in case of a power outage from the batteries
5. to to which it would be possible to connect and update the firmware
If not, then maybe there are alternatives? :)

1) It is possible
2) It is possible, but Raspberry is better - the cameras on the arduino will be so-so
3) It is possible if the camera provides such information
4) It is possible
5) It is impossible (as far as I know)
Total - for your arduin idea - not a very choice. It is better to use Raspberry and analogues - more scalability and features.
