Arduino or Micropython?

I would like to dive (rather not very deep) into the world of designing electronic devices.
What is the best environment for programming microcontrollers with an eye to the future? Who has more performance (ceteris paribus) and the ability to port to another microcontroller (more powerful, for example)?
