The relay does not power, but acts as a circuit breaker. Hence the question - why do you need to turn on the arduino through the relay? maybe it’s easier to find a terminal block and plug your power supply into it so that it works all the time?
of course, it’s better for you to use the second option to power the arduino www.aliexpress.com/item/AC-DC-5W-450mA-Switching-P... , and already use the relay to control the light
