Apt-get gives Can't exec "insserv" how to fix?

I try to install any package via sudo apt-get install Everything downloaded, installed but not completely. Here are the logs

Can't exec "insserv": No such file or directory at /usr/sbin/update-rc.d line 406.

I try: apt-get -f install
Output:
