When you download any app from the App Store, you only pay the price charged for it at the time of purchase (or pay nothing if the app is free). Since then, the application has been recorded in your account as purchased. All subsequent updates and downloads of the same application will be free.

Yes. No. But there is a way out: you can save the *.ipa file to your hard drive, and then install it. (double click on it)
