Umm ... I personally don’t even know much about applications for STUDYING under Windows. Well, except perhaps the browser)) Everything has long gone to the web.

What is an application? You need an interpreter/compiler for your language and a text editor. And that's it, take it and do it. According to the book, but at least according to tutorials from YouTube.

Well, there is a useful CodeRunner contraption . With its help, it is really convenient to learn different programming languages without bothering with a full-fledged environment for each of them, at least until it becomes a bottleneck. But the tasks themselves are best taken from some courses. Determine for yourself what exactly you want to learn, look for courses on all sorts of udemy, treehouse, etc.
