Application for Android. With a server part or without?

I will make an application for Android. Something like an interactive medical reference book with a calculator. There will be a base of trace elements with which you will need to work. There will also be pictures. Lot. For visual appeal.
The project for me is half educational, and I see that it is overly ambitious, because apart from the launched messenger on FireBase, I did nothing.
The question is that I need to understand the approach - push all the content into the application, making it server-independent, or will anyone have to do the server part? What is the logic in choosing a path?

You can't do without a server, otherwise you will need to release the application for any change in the directory. This is not good. Plus, do not try to make it right away so that it can work offline. This is a separate big task.
Who is the target audience for this app?
