Application - a game for real money - is it possible to create?

Dear experts, I immediately apologize for the possibly naive question. I am not an expert.
Please tell me if it is possible to make an application - an online game on android for real money (for example - air hockey or any other, it doesn’t matter). The main question is that it is technically possible to combine it with any payment system, such as paypal, web money, bank cards, etc. So that you can place bets and the winnings are immediately transferred to the winner. Let me emphasize right now! Automatic. Well, of course, minus 1-3% - the commission of developers.
- if possible, how realistic is it,
- how much can it cost on average to create such an online game?
- if this is not possible, then for what reasons (if possible in more detail).
Why hasn't anyone done this yet? I've been wondering about this for a long time, but a search didn't turn up much. In Russia, this is prohibited. But it's not a problem where to register. Think.
- Through all sorts of TORs and vpn, is it possible to play online games with payment systems connected to them?

You decide whether "online" or "on Android".
PayPal, for example, does not prohibit its use for gambling applications, but this requires the approval of https://www.paypal.com/us/webapps/mpp/ua/acceptabl...
Google Play (if we are talking about Android) allows gambling applications, but only users from the UK, Ireland and France can install them https://play.google.com/about/restricted-content/g...
Apps belonging to the Fantasy Sports class are only allowed for users from the USA ( see ibid.). Registration of such applications requires a US gambling license.
