Apple pay why the application does not see the corresponding entitlement?

I am implementing a mobile application with the ability to integrate with Apple Pay In-App Provisioning Card. I'm trying to add a map to the passkit api. When trying to initialize PKAddPaymentPassViewController, the application refers to the absence of entitlement:
missing entitlement: com.apple.developer.payment-pass-provisioning

However, the key in the embedded.mobileprovision file is present:
com.apple.developer.payment-pass-provisioning
Has anyone encountered similar case?
