API Odnoklassniki. Why do we get "PERMISSION_DENIED: Key: error.movie.permissionDenied"?

trying to upload a video using the Odnoklassniki API.
To work with the API, the access_token of the user is used to obtain which the application is used (the application has the VALUABLE_ACCESS and VIDEO_CONTENT rights). Uploading is carried out on behalf of the group administrator, in the group settings, administrators are allowed to upload videos. The process of downloading the video is carried out in accordance with the example . It is possible to complete steps 1 and 2, when performing step 3 an error occurs:

All necessary conditions are met:
- the user's token is used;
- the user can publish the video to the group;
- the application has the necessary rights.

What could be the reasons for such an error?
