In WhatsApp and Viber, when registering, there is a function to report the activation code not by SMS, but by phone call.
The robot calls your number and dictates a digital code.

Do you know if there is a ready-made service that provides an API for
calling a specified number to play dynamic text?
At worst, you can synthesize the text into an audio stream yourself ( translate.google.com/translate_tts?ie=UTF-8&q=1%202%203%204&tl=ru&prev=input )
, but it is more difficult with a call.

install an asterisk / FS and make a dialer yourself ...
some cloud ATCs have such a feature. sipout.net can speak/call by url.
