API for connection between android & unix system?

Samsung smartphones can connect to Win10 and be synchronized, which is very convenient.

Actually the question is, is the API for such a connection in the public domain? Whether it is possible to zayuzat it for unix systems?

I am not an android developer, so anyone who understands this topic or has developments, articles, I will be grateful.

It is unlikely that the development of Microsoft and Samsung will be in the public domain.
Use something like a teamviewer - it will be almost the same.
