API does not work when Russian characters are displayed. Why?

Hello, please help me with one question. We made an API for the site and there was a problem when you run the script and only English characters are taken from the database, everything works fine, but as soon as you force the script to display Russian characters from the database, everything stops working and just a white screen. We looked at the logs, errors in PHP were displayed, everything is fine, there are no errors. Tried to change the encoding in the database did not help. What could be the problem?

The white screen is the absence of characters - don't you find it? It is unlikely that the matter is in the encoding - rather in the code.
