Apache server error on mac os x - forbidden 403, what to do?

The second day I'm sitting on the problem, I don't know what the problem could be, it gives an error:
You don't have permission to access /phpmyadmin on this server.
Server unable to read htaccess file, denying access to be safe
Configured a hundred times everything according to the instructions on the Internet files:
/etc/apache2/users/mac.conf
/etc/apache2/httpd.conf
changed access rights to the ~/Sites folder, to mac.conf file
Please help!

403 occurs if access is denied
i.e. Apache still works

How about making index.php an index file? phpmyadmin is a FS folder, isn't it? Apache will by default throw a 403 for an existing folder if index browsing is not enabled and index files are not configured.
