Apache on OS X - localhost folder won't open, how to set it up?

When trying to access localhost, it gives the error "You don't have permission to access / on this server.", the same thing when trying to open addresses like site.loc. I applied a bunch of things from what I found on the net, it didn’t help, maybe I even overchemed it.
Where to look, in what files?
Operating system – OS X El Capitan
Server version: Apache/2.4.18 (Unix)

Config to the studio or on pastebin.com for example.
Well, look in the terminal, from which user Apache is running
