There is a vps with debian 7
Recently, jumps have appeared that load the processor up to 99-100%.
After 3-10 seconds it drops to 0.2-2%
Some time passes and again the load jumps.
Loads the apache2 process -k start

So maybe some heavy request is twitching in your crown? Or some service comes to you with a certain frequency and pulls this heavy request?
Did you look at the Apache logs during the problem? What does he do?
