Apache 2.4 does not display Cyrillic?

Hello, not so long ago I installed WAMP (Apache 2.4, windows 7). The PHP code containing the Cyrillic alphabet displays clumsily.

I understand the problem with the encoding, but how to solve it?

Thanks, I thought the problem was in Apache, it turned out that the notepad was saved with ANSI encoding.
