Photoshop is not a development environment for WEB design at all, I would say that it is not even very convenient for this. For working with separate graphics, photo processing - yes, but not for the web as a whole. The truth is, for some reason, few people know about it. But I don’t want to start a whole discussion on this topic, because they will run in and throw sticks at me.
For modern "minimal-flat" web design, and for early "multi-graphic" design, Adobe Fireworks was always more than suitable, it was created specifically as a tool for creating and optimizing web graphics, it even has built-in modules for quick mobile application development, easy work with vector and the ability to convert to AI, fast sprite slicing, html slicing, and so on, it's a pity that Adobe just bought out the entire Macromedia, first spoiled its indispensable like-as-browser font rendering system on the CS3 version, and in in the end, he completely buried the entire product on the CS6 version, although it is still available in CC, but it seems like they will no longer develop it. Try it.
I have seen precedents when a web designer works in a chandelier, motivated by the fact that it is great for retina displays, although there are no adequate tools for working with photos and effects, so a full-fledged design can only be created in flash.
