The line itself is made according to this principle using SVG:
The appearance of icons is the same. Filling inscriptions with a line is a straightforward task for SVG masks . Further, a custom scroll is attached to this, since the site is non-standard - it is easier to make it by hand than to try to complete some third-party solution. Plus some CSS animations for everything else. Then a lot of absolute positioning to fit it all. As they say, yabzaverstal.
