Good afternoon. There is such a situation - friends downloaded a book and a movie and after x days they received a bill for XXX euros for copyright infringement. A sad situation. (This is not in Russia / Ukraine).
What program to install and what to do so that the provider does not cut through the resources visited on the Internet? so that the packets would somehow be sent and encrypted through another server - well, so that there would be no direct viewing that I was on example-site.com. It is clear that there is no 100% guarantee, but at least some.
Advise VPN or what can be used? Preferably a free product

VPN is a way out, but I would not advise ANYONE outside of this country only. First, if, say, they live in Germany (I suspect they are), then using a VPN server within any EU country can lead to some problems. Even if the bill does not come, the server owner, having received abuse, may refuse to provide the service to them.
I would recommend a VPN as the most suitable option in terms of speed, but I want to pay attention to the following points:

Добавим к этому заведомую скомпрометированность полученного канала, рандомное время его жизни... ну и сами делаем очевидные выводы.
TOR / I2P полностью защитят Вас от претензий правообладателей, но вот обеспечить достаточную скорость канала для загрузки того же фильма, увы, не смогут. Кроме того, заворачивать пиринговый трафик в TOR или I2P сеть - это занятие для perverts sophisticated comrades.
