A little strange question. Be clearer, or at least attach examples at the link. One of the options is to catch the distance from the top of the page (you can do it on jquery), take this value, calculate how much it is in% of the entire page height and accordingly fill your circle with the amount of this% (you can also file the circle on svg and with it through js fiddling with changing values, either through css, I don’t know what design circle you have there, so I won’t tell you here already).
