Angular cli or quickstart?

A newcomer to Angular, at least the first, at least the second. What is better to use for development - cli or quickstart? It confuses me that using the cli and the ng new command? after creating the project, js and map are not visible.

I recommend angular-cli.
JS and MAP you will see after building the project - ng build (in the dist folder).
