Android: Play Services is always deprecated. How to decide?

I'm trying to register an application in GCM. isGoogleServicesAvailable() returns SERVICE_VERSION_UPDATE_REQUIRED. The user is shown a system dialog prompting them to update Google Play Services. I turn to the market - the latest version. Checked on the web - the latest version. Checked on another phone - the same situation. It's been a day now, so this doesn't look like a temporary bug. Is my mistake here?

Воспользуйтесь программой Internet Download Manager. Там есть граббер сайтов - ворует все под заказ)

Maybe the problem is in the GPS that you connect to the project? Check the Android SDK Manager and project services that you connect.
