As far as I understand, in-app purchases are equal to the distribution of paid applications and are not available in a number of countries, including Ukraine?
For some reason, I thought differently and even came across questions on the net about how to withdraw money from in-app payments to Ukraine. But in the developer console I did not find where to add items for the application, which you can then buy.
Still, it is impossible to publish applications with in-app purchases to representatives of Ukraine?

As far as I understand, it is impossible to accept in-app purchases for developers (!!!) from Ukraine.
However, app users from Ukraine can pay within apps.
