(android)How to correctly determine the optimal size of the game interface with an added ad-banner?

Design question:
1. For the project, I chose three resolutions 800x450, 1280x720, 1920x1080. What is the best way to make sprites, for each resolution one sprite for the maximum resolution, for the rest to reduce the size, or to make a separate sprite for each resolution.
2. I plan to embed an advertising banner in the game screen. And then my dinosaur brain stalled. For example, I take a resolution of 854 x 480, a banner of 728 × 90. What to do,
make the interface 800x450, in real life scale it to the real rest of the screen after embedding the banner; or do it taking into account the ratio of 16:9 and the real balance of 694x390
