Android emulator running very slow?

Installed Qemu x86_64 emulator and Intel HAXM.
On a dual-core G4560, the interface runs at a speed of 1-3 fps, which does not allow you to comfortably test the application.
Why is it so slow, it doesn't emulate ARM instructions like the old emulators?!
Android emulator for hyper-v or Android in virtualbox will be faster?
OS (Windows / Ubuntu / MacOS) affects the speed?

Is virtualization enabled in the bios? look in the Intel® BIOS (VT-x) it should be Enable. brakes are usually associated with this.
